What are a good brand of running shoes for a 16 y/o girl?

I kind of want some that are all flashy and bright (I run at night a lot too.) I would use the shoes to run and probably to play volleyball in.
My parents want to spend anywhere from $30 to $70.

You aren't going to get a good pair of running shoes that cheap. You will need to look at $100+. Sorry but good shoes cost money. And you only use running shoes for running. You don't use them for other things. It wears them out much quicker which means spending more money to replace them more often. And when you use them for other exercises you wear out different ares of the shoe. Like in volleyball you will be wearing out the sides of the shoe and it will give you less stability when you run which means you will be more injury prone.
Buy different volleyball shoes.
Your parents have to understand you spend the same on shoes regardless. If you buy a $50 pair of shoes they will last around 200 miles. Where as a $100 pair of shoes will last 500 miles. It's better to spend the money upfront and get a good shoe with good injury prevention qualities. I've bought a cheap $50 pair of shoes and in normal training they were worn completely out in 3 weeks. What a waste.
I personally love Asics, their shoes are great.
My recommendation is to go to a good running store (NOT sporting goods store a running store) and have them fit you for a proper pair of shoes. They will put you on a treadmill and look at your gait and help you pick the right shoe with the right stability and support.
